The feature allows advertisers to create a custom audience based on how much time a user spends on your website.  This feature works best when you have the pixel placed on every page of your website

With this feature, you’re  able to create a custom audience based on the top 5%, 10%, or 25% of active users on your website who have visited within the past 1 – 180 days. Once created these audiences will be available for you to view its size and create lookalike audiences in the Audience page of your Ads Manager

At first, it might seem like this is just another tool you might not use in your targeting but this option is definitely a game changer, by isolating the top users of your website traffic, you’re able to cut the fat. Everyone who visits your site doesn’t have the same intent, some users might visit and bounce within 1 second and others might spend all day on your site, you want the ability to segment those users and only focus on the most engaged visitors
